This technique was divised by Piccolo especially to kill Son Goku. He had to use it however in the battle with Raditz. As Son Goku restrained Raditz, Piccolo unleashed the attack and killed them both in the process. The attack required a long charge time, however through training Piccolo was able to unleash it like a regular chi blast, as shown in the fight against Nappa. He hasn't really been shown to use it since.
